As a result, the criminal justice adapted to demands, especially from feminists, who bemoaned the poor response of police, and in turn, the justice system by instituting mandatory arrests. However, mandatory arrests have proven that just like protection or restraining orders, they are not effective in deterring domestic violence (Davis, 2008). Similarly, the arrests do not have a substantial effect on recidivism and create undue procedural complications for the criminal system (Zelcer, 2014). On the contrary, proponents of the approach, argue that it has a deterrent effect on the perpetrators and that it can even protect offer immediate protection for the victims (Clark, 2010). Nonetheless, using statistical evidence and arguments from scholarly sources, this position paper will expose the inefficiencies and constitutional inconsistencies that make mandatory arrests harmful for the batterer, victim, and the crimin al justice system. Ive told you before I dont like your tone nor the way youre handling this inquiry. The Iceberg is harmless but frightening; this is because it doesnt look dangerous when you are close to it. When you are close to the Iceberg, it is frightening and scary because its so big and still, you are wondering about all these thoughts in your head like what it might do. The Inspector is not like this but he is similar to the Iceberg. This is because he isnt scary when you look at him or isnt still all the time. When the Inspector has a conversation with a member, at first doesnt seem harmless or anything. When the truth is spoken by a family member or the Inspector, it frightens them, (distressed) Sorry-I-well, Ive suddenly realized-taken it in properly-that shes dead- These all show that the metaphor is like the Inspector in the play, and that he is harmless but as you get to know the Inspector, he is frightening. In the play, dramatic technique is used. This is because it builds up the atmosphere and the tension. These are the two points to dramatic technique, and it makes the play more exciting and interesting. Stage directions, punctuation, sentence structure, and the characters building themselves up do dramatic technique. These are all included in the play, so that when you read the play you would want to read further. As you are reading the play, there are many stage directions. The stage directions, tells you about the characters feelings, emotions in there mind and there body expressions, (with a cry), (miserably) etc. Those stage directions builds up a mood in the Act and the audience, i. e. everybody is shocked in the dinning room. When you are reading the stage direction and then you read the play line, you would read the line as if it was real and that if you are part of the play and it makes you to picture yourself in the scenario. The punctuation in the play, exclamation marks, question marks, commas and apostrophises, this helps when you are reading because it would be easier for you and also it helps you to understand what they are saying. This is because when there is the punctuation it makes you think about the sentence, you tend to have a quick think about it so you understand what they are saying. The punctuation also builds more of a realistic story so that you feel that you are involved in the play. The sentence structure in the play is simple, and is not lengthy. There are some parts in the play, which have long paragraphs, but it doesnt have it all the way through the play. The play gets straight to the point that it wants to. In the play, the Acts break up so it is easier to know where the Act begins and ends. At the beginning of each of the Acts, there is an introduction. The reason for this is that its telling you about the scenario of the beginning of the Act. The first Act has a long introduction because its the beginning of the play and you would want to know who they are and briefly know about the characters. In the second Act, there is a short introduction also in the third. This is because it wants you to know the mood at the beginning of each Act, so it tells you where they are standing at the beginning and who they are looking at. These all make the play more interesting and exciting, so that you can picture the play in your mind when you read.

The implementation of school-uniforms may be highly useful in garnering much needed attention and redressing of serious challenges facing the public schools.

The rich and the powerful used racism to justify this inhuman and most atrocious treatment of black people to gain material wealth. Towards the end of the 17th century, racism had become an established and organized justification for degrading and mistreating slaves (Shah, 2010). When slave trade declined, racism took a new form in the 1940s to justify the ideology of imperialism which reigned more than a century. The white mans burden concept was a trend started in England. According to it, British colonialists declared themselves as the father and mother of colonial children charged with the responsibility of their spiritual and material welfare. Colonialists used racism to justify their exploitation of the natives, stealing of their properties, as well as their capitalism expansion into various countries (Shah, 2010). This paper explores the causes and effects of racism. Causes of Racism The various causes of racism are discussed below: Feeling of Unworthiness A majority of racist people in the world tend to lack self-esteem and self-love, thereby making them feel unconfident. Consequently, they tend to venture their negative feelings toward people who are vulnerable and weak (Shah, 2010). It is important to note that people, who love and appreciate themselves, are in a better position to appreciate the feelings of others and understand them; hence, they are able to accommodate others more. Racists have a low-perception of themselves because they feel they lack the opportunities that others have, and, therefore, need to feel superior and exercise power over others, makes them treat others indifferently (Shah, 2010). Ignorance Ignorance is another issue that fuels racism. Children, who are taught that other people are less human, or inferior, grow up with the belief that racism is right and normal, especially when their peers demonstrate similar beliefs and conducts. Consequently, such people tend to see nothing wrong with their actions because they are validated by everybody else around them (Shah, 2010). Until they are aware of the consequences of their actions through education, they continue to remain ignorant of other peoples realities. Intolerance The failure to teach children about tolerance to different people has also contributed to racism. This is because, many schools are segregated based on gender, abilities, race, religion, culture, economic status etc. As a result, children grow up only used to interacting with other children whom they share common things with. When they grow up, they find it difficult to tolerate people who are different from them (Shah, 2010). Effects of Racism The effects of racism are numerous and varied as discussed below: Segregation Racism results in segregation, and was the reason behind the segregation witnessed in the United States between 1890 and 1940, which saw Jim Crow laws being enacted to segregate the black community from the white Americans. Consequently, all public facilities were separated for whites and blacks. Numerous African-Americans faced brutalism, frightening, and even killing for enrolling in schools and votting (Shah, 2010). Lynching of the black population by the whites for insignificant reasons was a common and widespread practice during those days. In healthcare facilities, black people were denied the same quality of health care given to the whites, and several black patients often died due to neglect by medical staffs. Racism also led to the South African Apartheid that resulted in legal segregation of the Africans from the Europeans (Shah, 2010). Racism also led to the mass killing of Jews and Gypsies by Hitler during World War II (Shah, 2010). Hitlers genocide was systematically planned, and sponsored by the Nazi Germany Government, and was aimed to kill all Jews and Gypsies who had occupied the Nazi territory. It is reported that about two-thirds of the twelve million (9 million women and 3 million men) Jews who lived in Europe perished. The most famous factories were Sobibor, Belzec, and Treblinka, where handicapped (physical and mental) Jews and Gypsies were taken and burned alive, when naked (Shah, 2010). Anger, Violence and Hatred Racism results in violence, anger and hatred among people. People who are discriminated against for instance, based on appearance, lack self esteem and confidence. However, since there is nothing they can do to change their appearance, they tend to harbor hatred and anger towards others, which when not handled properly can lead to violence (Shah, 2010). Such people are exceedingly hot-tempered and can turn violent at the least of provocations. Racism has existed since time immemorial and is still present in the current society. The past years of segregation, colonialism and extermination have all remained in our memories, making it difficult to forget everything and treat everybody equally. We have to explain to future generations that we share the same earth, so we must accept our differences, and learn to love and tolerate one another. When their children get older, middle class families can afford to buy their children cars, preventing conflict over who will use the family car. Middle class families also have access to better health care than lower class families. This means that they have less to worry about as far as health concerns go with younger children, and they spend less time being sick or suffering from illness as their lower class counterparts. Upper class families have access to the most resources of any other families. They have access to the best health care and the newest advances in medicine. This means they have the best chance of having their offspring survive. According to the textbook, ââ¬Å"often their families have been established as wealthy for several generations and possess significant power and influence.â⬠This means that they have been used to an elite lifestyle for several generations, and that their children will become used to this lifestyle. The Sandhurst Road School bombing occurred at a ââ¬Ëbigââ¬â¢ and ââ¬Ëimposingââ¬â¢ school on Minard Road in Catford, South East London on Wednesday 20th January 1943 when a German fighter-bomber dropped a ââ¬Ë500kgââ¬â¢ bomb on the school at approximately 12:30pm. The resulting explosion killed ââ¬Ë32 children and 6 staff and 60 others injuredââ¬â¢ many buried under rubble. Later on a further six children died in hospital. Many questions arise on whether Schumann deliberately ââ¬Ëtargetedââ¬â¢ the school or simply attacked what looked like a large factory. ââ¬ËThe school was also several storeys highââ¬â¢. Most raids happened in the night but some were dropped in the day. Witness reports say ââ¬Ëthe planes flew first past the school, and then bombed it on the second runââ¬â¢. The school was surrounded by residential buildings. This suggests the this incident could of also been a mass bombing and it could also be categorised as ââ¬Ëdeliberateââ¬â¢ and most likely to be represented as ââ¬Ëhunnish brutalityââ¬â¢ (described in source B1). Source B2 is taken from the Kentish Mercury which was a newspaper article which was also published 2 days after the bombing. Although it may seem as reliable, the interpretation is weak due to it being biased and censored because government and RAF would want people on the home front to have strong morale. Due to inefficiencies of the warning systems the air raid siren had not sounded by the time German planes arrived. Many children ââ¬Ëwere having their lunchââ¬â¢ and the attack destroyed the area of the school where they were eating. Mary Burch and Eric Brady were both eyewitnesses. The event was also said to be ââ¬Ëone that couldnââ¬â¢t be forgottenââ¬â¢ moreover Mary went on to say that ââ¬Ëit was a feeling that couldnââ¬â¢t be explainedââ¬â¢. It is most likely that these German bombers wouldââ¬â¢ve known about the existence of the school because it could clearly be identified as a school. A various of sources suggest that the RAF had bombed Berlin 3 days prior to this bombing which was a retaliation raid demanded by Hitler. Before the bombing everything was reported as normal, people were getting on with their daily lifestyles. Morales were high and uplifted. Source B4 explains that the tragedy was indeed deliberate and the civilians questioned the ââ¬Ëboastââ¬â¢ of Captain Schumann moreover he showed no remorse however this interpretation is also weak because the newspaper quotes the leader in the process of avoiding the decrease of morale.

Abstract Rabies is a highly infectious viral disease that can easily ruin and eventually end the lives of both humans and animals alike. Rabies comes in two forms for animals. Rabies also appears in the form of furious rabies, which is completely different in the way that it makes the victim restless, vicious and agitated. When humans get rabies, their symptoms start out with simple headaches and fevers and later progresses to terrible things such as becoming hydrophobic because of painful throat spasms and paralysis. A definite diagnosis of rabies needs lab analysis of saliva and brain tissue to detect the virus. However, rabies cannot be diagnosed during the incubation period. This means that the definitive diagnosis is only possible late in the disease or after the victimââ¬â¢s death Symptoms Rabies is a viral disease that can be contracted through punctured skin by an infected entity. Not only can animals be infected by it, but humans can too. If it is not diagnosed in time, then the probability of mortality will be almost certain. However, if caught in the early stages, rabies can be treated. An animal exposed to the virus may not have symptoms for two weeks, or even months. The virus can be found in an animalââ¬â¢s saliva days before any other signs appear. In animals, rabies can come in two ways. One is furious rabies, which goes straight to the brain. The other is paralytic rabies, which severely affects your spinal cord. Both of these will kill you if not treated on time. They both show the same early symptoms. Not much analysis has been published concerning our research question. However, many published works discussed some aspects that can help in our research. We discuss the related works below: Political Science Definition (According to Sanorjo, 1992) Political science is a social science discipline concerned with the study of the state, government, and politics. Hence, Aristotle defined it as the study of the state. It deals extensively with the theory and practice of politics, and the analysis of political systems and political behavior. Political scientists ââ¬Å"see themselves engaged in revealing the relationships underlying political events and conditions, and from these revelations they attempt to construct general principles about the way the world of politics works. Political science intersects with other fields; including anthropology, public policy, national politics, economics, international relations, comparative politics, psychology, sociology, history, law, and political theory. Although it was codified in the 19th century, when all the social sciences were established, political science has ancient roots; indeed, it originated almost 2,500 years ago with the works of Plato and Aristotle. Political science is commonly divided into three distinct sub-disciplines which together constitute the field: political philosophy, comparative politics and international relations. Political philosophy is the reasoning for an absolute normative government, laws and similar questions and their distinctive characteristics. Comparative politics is the science of comparison and teaching of different types of constitutions, political actors, legislature and associated fields, all of them from an intrastate perspective. International relations deal with the interaction between nation-states as well as intergovernmental and transnational organizations. Political science is methodologically diverse and appropriates many methods originating in social research. Approaches include positivism, interpretivism, rational choice theory, behavioralism, structuralism, post-structuralism, realism, institutionalism, and pluralism. Political science, as one of the social sciences, uses methods and techniques that relate to the kinds of inquiries sought: primary sources such as historical documents and official records, secondary sources such as scholarly journal articles, survey research, statistical analysis, case studies, experimental research and model building. The ordinary citizens may know and learn about their political rights and privileges from a given form of government including the political structure and processes of the state. Therefore, from the understandings of these basic concepts of government, state, laws and institutions those who would study political science must know its importance and function, relationship with other discipline and broader understanding to its specific roles of individual in a civilized society. The students and professionals should not only know the political theories but also deeper insights as to its application in their own field of expertise. Thus the study of political science will also include the empirical investigation of political facts through social research and the application of critical thinking. Factors Affecting the Decrease of Enrollment in Schools (According to Charles Pearson, chows Contributor), Education plays a major role in the future economic success and well-being of an individual. Therefore, parents and educators are often concerned when students leave school. However, schools are also often worried about losing funding during periods of low enrollment, especially when a large number of students attend alternative schools or move out of the area. Lower birth rates influence school enrollment. When the general area has fewer children in general, the schools have enrollment shortages that can lead to decreased funding and teacher layoffs. Population affects the enrollment rates. Areas that have people moving away will have lower school enrollments. Also, if no one is moving into the school district, lower birth rates in general can gradually decrease school enrollments. These problems are frequent in rural areas and exacerbate the already limited funding that these schools receive. The number of businesses in a given are a is positively correlated to school enrollment. Geographic areas with fewer businesses have decreased school enrollment. Unemployment rates do not significantly influence enrollment rates, according to studies conducted by the Center for Rural Pennsylvania. Some reform policies have decreased school enrollments. For example, in Chicago, reforms designed to prepare students for high school have lead to decreased school enrollment in high school as fewer students pass through the promotion gate. Low achieving students were the most likely to not enroll in high school. The transition into high school often causes students to drop out of school. Many students cannot handle the transition towards more autonomy. Some schools have sought to ease the transition by having extended elementary schools which go until 9th grade, with a greater emphasis on preparing the students for the high school environment. Some students drop out of school so that they can pursue employment. Some students are forced into financial situations in which they need to work to bring an income in that can support themselves and their f amily. Some families do not value education and prefer that their children enter the workforce. Pregnancy sometimes leads to high school dropout. Pregnant teens often cannot handle the stress of simultaneous pregnancy and education. Other times, doctors predict that the teen will give birth around a time when the teen has crucial academic events such as exams that determine whether or not the teen passes. Some students have poor grades or attendance. As a result, they do not feel that they can graduate and instead choose to drop out. Students cannot drop out of high school until they are 16. Therefore, reaching this age provides students with the opportunity to drop out of high school. Some parents choose to send their children to private schools. Other parents choose to home school their children. These decisions are often made because the parents are not satisfied with the academic curriculum provided by the public schools, so they decrease the public school enrollment rates by pulling their children out. The Metro Manila average rate, on the other hand, went up by a whopping 94.54 percent, from P439.59 ($8.62) to P855.20 ($19.23) in the same period. Metro Manila has the highest average tuition rate per unit of P855.2 for the school year 2008-2009 This means that for a regular 21-unit load, students are paying P17,959.20 ($403.849) every semester for the tuition alone. Based on its own monitoring, the National Union of Students of the Philippines (NUSP) cited several schools in Metro Manila that will increase their tuition this coming school year amid the global financial crisis and despite appeals from CHEd. Among these are Lyceum of the Philippines, with a five-percent increase in tuition and another five-percent increase in miscellaneous fees; University of the East, five-percent tuition increase; Far Eastern University, six-percent tuition increase. The Philippine School of Business and Arts, 15-percent tuition increase; San Beda College, 20-percent tuition increase; University of Santo Tomas, seven-percent tuition increase for incoming first and third Year students and 8.52-percent tuition increase to incoming 4th year students, according to the NUSP Tuition Watch. Palatino criticized the practice of some schools to get profit even without increasing tuition. ââ¬Å"A school can forgo tuition increase and they can boast that there is no tuitio n hike. They only give out diplomas and make students their milking cows.â⬠According to Palatino, half of the unemployed in the country belong to the youth sector. One-third of newly graduates do not immediately get employed. ââ¬Å"If we have a good quality of education in elementary and high school, not all youth need to enter college. In other countries you can still be employed even if you just finished high school. In our country, you need to finish and have a college degree for all kinds of available decent jobs,â⬠said Palatino. Palatino also criticized the low budget of the national government for the education sector. ââ¬Å"In other countries, tertiary education is highly subsidized by the state. In the Philippines, higher education is dominated by the private sector,â⬠he told Bulatlat. Palatino said that the ideal spending on education should be 18 to 20 percent of the national budget, but the average spending on education in the Philippines is only 13 percent. The amount is equivalent to only 2.3 to 2.4 percent of the Gross Domestic Product (GDP). This is way below the prescribed standard of the United Nations Educational, Scientific and Cultural Organization (UNICCO), which states that six percent of GDP must be allotted to education. Because of the limited budget given to public schools, the funds provided for the facilities, salary of teachers, learning materials, and even school feeding programs are also inadequate, Palatino said. He said that despite the free tuition in public schools, it would cost around P15, 000 ($316.78) to P20, 000 ($422.38) to send a student to a public school. This amount covers the auxiliary needs of students that include school fees, books, school supplies, uniform, transportation, and food. Due to the small allocation of budget in education, public schools are forced to collect fees for other services. Palatino co-authored House Bill No. 2440 titled ââ¬Å"An Act Imposing a Three Year Moratorium on Tuition and Other Fee Increases on All Educational Institutions,â⬠principally authored by Bayan Muna Rep. The three-year moratorium on tuition hike will serve as a temporary relief for students in accordance with the estimate of the National Economic Development Authority (NEDA) that the current economic crisis would last for three years. Why should the general public in Orem not enjoy the same liberties that Kay Anderson does in determining who or what message they want to hear? It is as simple as if the person wanted to hear Michael Mooreââ¬â¢s message, they bought the ticket to his speaking engagement.Many of the college age students that Mister Anderson was trying to shelter from Michael Mooreââ¬â¢s message were made more curious simply because of the uproar caused by Kay Andersonââ¬â¢s shenanigans. Mister Anderson is a bully who was trying to limit the choices of others in Orem. Just because Mister Anderson might not share Michael Mooreââ¬â¢s political views, why should the general population of Orem have no say in whom or what they are exposed to? Bringing Sean Hannity to speak at the UVSC campus was just a way to try to placate the Mister Anderson.It did not help the money situation. It actually cost the college a little more money just paying Sean Hannityââ¬â¢s travel expenses than paying Michael Mooreââ¬â¢s speaking fee and travel expenses. In the end just because Kay Anderson and a few students disagreed with Jim Bassi and Joe Vogelââ¬â¢s decision to bring a controversial speaker to the UVSC a campus was divided.
